Purpose of the Position

To provide technical leadership, management advice and programme support throughout the region and facilitate the application and adaptation of UNICEF Policies and strategies in Child Survival with special emphasis on scaling up child survival interventions within the framework of Human Rights approach to Programming and Community capacity development.

This will involve providing guidance and coordination of programmes including malaria, immunization, Health aspects of HIV ( including PMTCT and Pediatric Aids ), Health sector reforms and other community based health programs, monitoring and analysing of regional trends in these and related areas of the impact of such programmes to achieve relevant outcomes; provide guidance on UNICEF engagement on other related programmes with significant impact on child mortality including Maternal Mortality reduction and Newborn Health Women and Adolescent Health: and for the monitoring and analysis of regional trends in these and related areas, of the impact of such programmes and of strategies to achieve the goals.

Key Expected Results

1. In the context of the Millennium Summit goals, the Outcomes at the UN Special Session on Children and the Medium Term Strategic Plan of UNICEF, and Human Rights based programming, provide technical leadership, programmatic, management and policy advice as well as support to country offices, the Regional Director, Government Ministries of Health, Regional bodies such as African Union, Economic Commission for Africa, relevant NGOs and other agencies in the Health sector with special emphasis on community and district based Health Care strategies

2. To provide technical and sectoral guidance and support to Ministries and Health systems in the countries of the region through the UNICEF country offices in the organization, administration, training of Health care workers and related community based personnel with particular emphasis on the Community Capacity development approaches within the Human Rights framework for ensuring the health rights of women and Children.

3. To undertake or assist in design and in implementation of monitoring and evaluation of Child Survival and development systems, community based health programmes and projects as well as participate and provide technical inputs in relevant Health sector reforms including SWAPs and PRSPs..

4. To organize technical workshops, capacity building initiatives of UNICEF staff and other relevant sectors of the participating governments, non-government and civil society organizations involved in the implementation of Child Survival programs programmes at the country level, advocacy seminars, study/exchange learning tours on issues related to achieving child survival and development outcomes, i particular on women, children, youth and participate in Regional and International technical meetings.

5. To participate and network, in close collaboration with other sectors and Regional Advisers in advocacy activities for achievement of Child Survival and development outcomes through media, meetings, conferences of WHO, UNAIDS, African Union, ECA, World Bank and other international organizations including International NGOs, as part of the overall ESARO key advocacy activities

6. To undertake analysis, monitoring and priority operations research related to the programmatic and technical pursuit of Health outcomes in the region within the HRAP/CCD approach, as part of the overall analysis, monitoring and research activities of ESARO, and in close collaboration with UNICEF Country offices in the region.

7. To undertake technical networking and liaison with WHO, UNFPA, UNAIDS, World Bank and other international organizations including major funding institutions and other African regional organizations and NGOs on key issues and activities related to the achievement of sustainable outcomes in the area of Child Survival.

8. To work as a member of the team in the Regional office and in the extended Regional team for ensuring inter-sectoral approaches to various priorities in the region with a special emphasis on MTSP priorities and regional priorities and to participate in special working groups and task forces on specific areas established by the Regional Director / Regional Management Team.

Qualifications of Successful Candidate

Advanced degree in one of the disciplines relevant to the following areas: Medicine, Public Health, Pediatrics Health, Health Research, Global/International Health, Health Policy and Management, Environmental Health Sciences, Family Health, Biostatistics, Socio-medical Sciences, Health Education, or Epidemiology.
Twelve years of relevant work experience in all aspects of programme management, and/or advisory support, in the technical area or programme sector resulting in recognized expertise in the technical area.
Fluency in English and another UN language.
Knowledge of local working language of the duty station an asset.
