Subsistence Farming Director - Department of Agriculture in Pretoria


Job Title: Director: Subsistence Farming (REF 178/2013)

Salary: An all inclusive package of R719 613 per annum (Level 13). The inclusive remuneration package consists of a basic salary, the State's contribution to the Government Employees Pension Fund, a medical fund and a flexible portion in terms of applicable rules. The successful candidate must enter into a performance agreement and sign an employment contract.

REQUIREMENTS:
The position of Director: Subsistence Farming is available for a person in possession of a relevant degree (B.Sc. in Agriculture) as well as six (6) to ten (10) years relevant experience in a Management position
The incumbent should have knowledge and understanding of all relevant legislation and regulations that govern the Public Service including the Public Finance Management Act, 1999 (Act 1 of 1999) (PFMA) and Treasury Regulations, the Public Service Act, 1994 (Act 103 of 1994), the Labour Relations Act, 1995 (Act 66 of 1995), etc.
Knowledge and understanding of the South African Government imperatives, priorities and sector requirements (especially with regards to capacity development, agrarian reform and food security matters)
Understanding of social and developmental issues, health and nutrition matters as well as rural and small producers issues and requirements
Knowledge and understanding of the White Paper on the Transformation of the Public Service (Batho Pele).

KEY RESPONSIBILITIES:
Promote and facilitate the design and planning of farmer settlement and food security intervention programmes, improve' production systems of subsistence producers (Fisher Folk, Foresters and Farmers) and support in the sector to achieve food security, improved livelihoods and promote entry of subsistence producers into smallholder production
Develop, implement and improve farmer settlement and support programmes for subsistence producers
Design and develop food security programmes/interventions
Co-ordinate and manage the implementation of food security programmes/interventions
Ensure effective monitoring and evaluation of food security programmes and interventions
Ensure the mainstreaming of food and nutrition security into local economic development processes
Manage the resources of the Directorate.
