Public Finance Specialist - International City/County Management Association in Nairobi


Job Title: Public Finance Specialist, Kenya

The International City/County Management Association (ICMA) is seeking senior-level candidates for an anticipated USAID-funded, multi-year decentralization project in Kenya.

ICMA develops and advances professional local government management to create sustainable communities that improve lives worldwide. ICMA provides member support; publications; data and information; peer and results-oriented assistance; as well as training and professional development to nearly 9,000 city, town, and county experts and other individuals and organizations throughout the world. The management decisions made by ICMA's members affect millions of individuals living in thousands of communities, from small villages and towns to large metropolitan areas.

We are seeking senior-level candidates for the position of Public Finance Specialist. The Public Finance Specialist will likely be responsible for the following project activities:

Work with national and local government authorities for the adoption of appropriate policies and fiscal regulations to ensure an effective municipal finance framework;

Analyze revenue sources, intergovernmental transfer mechanisms, incentives for sound fiscal management, creditworthiness requirements, access to appropriate debt financing for local governments;

Recommend improvements in budgeting, accounting systems, asset management, revenue forecasting, debt management and taxation;

Identify opportunities for revenue enhancement including property tax collection, fee-for-service opportunities, and e-governance mechanisms to increase the efficiency of tax and municipal fee collection;

Consider the appropriateness of the creation of municipals that utilize public-private finance mechanisms to fund commercially viable municipal infrastructure projects and to increase the operational sustainability of assets.

Additional qualifications for all candidates:

Advanced degree in public policy, public administration, financial management, or relevant field;

Understanding of the historical context for, and working knowledge of, the devolution issues, challenges, and developments in Kenya;

5+ years of experience in an international development setting;

Demonstrated capability to build capacity through a donor-funded program related to local governance, decentralization, and civil society; and

Ability to establish strong relationships with a diverse range of organizations, beneficiaries and other stakeholders from the national and sub-national governments, NGOs, and private sector;

Demonstrated leadership, management and team-building abilities and effective interpersonal and communication skills, strategic planning and analytical skills;

Fluency in spoken and written English is required.

This position is contingent upon ICMA being awarded the project
