PURPOSE OF POSITION:

This position will assure management and development of business systems to enhance the efficiency and effectiveness of HEA operations. The position will support HEA operation objectives through business process / systems requirement development, deployment, management and support of suitable business applications relevant to HEA ministry. The position is responsible for implementation of applications such as ERLS, EWEA, NCTS, LMMS, etc within HEA. The Position could also be responsible for the management of major system implementation projects under the guidance of the Senior Manager for Humanitarian Information Systems & Telecommunication.
The incumbent will assure the delivery, utilisation and management of key information technology systems that enable HEA ministry for efficient disaster management work.


KEY RESPONSIBILITIES:

Respond with other members of the HEA Operations Team within the first 24 to 72 hours up to 6 months per year of an emergency response to setup and implement ICT systems platform for the response as it required.
Undertake comprehensive ICT requirements analysis and prepare appropriate ICT strategy, plans and budgets; evident through inclusion in the overall relief programme response plan and consolidated budget. Accountable for maintaining and adapting the ICT plan and budget in partnership with the Senior Management Team.
Coordinate procurement of and manage implementation of ICT and telecommunications equipment, software and services.
Recruitment of ICT staff to support and maintain deployed application during relief operations.
Design and implement sustainable ICT Support Services strategies for relief programme.
Undertake capacity building and skills enhancement programme for local ICT and relief staff.
Develop and implement transition strategy of relief response ICT management to National and or Regional ICT leadership
Develop, deploy and maintain appropriate Business Applications that support critical business processes to ensure accurate data gathering, storage, retrieval, processing and reporting to facilitate operations and decision making.
Manage installation, configuration, and monitoring of all HEA information systems applications.
Deploy, administer and maintain appropriate applications that support critical business processes to ensure accurate data gathering, storage, retrieval, processing and reporting to facilitate operations and decision making. This may include but not limited to acquisition and implementation of commercial business applications such as ERLS or in-house developed partnership applications such as EWEA, NCTS, BRATT, LMMS, etc and other software based productivity tools such as WVCentral among others.
Implement and utilize change management methodologies to ensure quality and availability of business applications.
Ensure implementation of HEA core applications according to agreed deployment plan, ensure that all deployed applications perform at an optimal level and establish reliable technical support and maintenance plan for HEA core business applications.
Design, development and maintenance of end-user manuals and other documentation for core and customized applications and solutions that ensures users utilize business applications effectively.
Deploy and maintain appropriate security systems that ensure network, systems and data security from internal and external security threats. This will include both physical and logical security solutions such as biometric access control, network firewall systems, active directory security, antivirus, antispam, antispyware and personal firewall solutions.
Develop a Communications Plan and ensure effective communication of relevant information and updates to key stakeholders.
Maintain an aggregated view of all significant/major information systems application projects’ status and schedule for implementation and support across
Manage the introduction of structured end-user capacity building to ensure optimal and efficient use of all the ICT systems/tools available to HEA.
Develop and undertake Information Systems training initiatives for HEA staff that enhance efficiency in use of new developed applications.
Advise various business units on analysis, design and development of local applications required for business objectives.
Develop and manage effective training programmes for H-OST and wider GC HEA team members,
Participate in research and development around emerging applications and technologies relevant to HEA ministry.
Provide analysis, problem definition and business solutions for the individual and their specific problems and requests.
Assist Senior Manager, HEA information systems and telecommunication in managing relationships with role players and stakeholders in the ICT industry both internal and external to World Vision, for example hardware and software vendors, service providers, industry regulators, consultants, etc.
Manage and develop requirements analysis, design and development of industry standard local applications required to support ministry objectives. In collaboration with GICT, ensure provision of cost-effective solutions via local development, outsourcing or package acquisition as necessary.
Analyze, define, evaluate and implement tools to improve the quality and effectiveness monitoring/ administration tasks and enhance security levels.
Develop and implement Geographical Information tools.
Utilize technology to support knowledge management and organizational learning.
Under the guidance of the Senior Manager, HEA Information Systems & Telecommunication, establish and maintain relationships with hardware & software vendors and service providers to ensure that they meet emergency response service commitments and that all deployed hardware and software performs in an optimal manner.
Develop appropriate documentation of HEA business application, ensure that application systems are enhanced and upgraded as required.
Develop backup plans for all HEA business applications.
Ensure license compliance is observed as per WVI licensing policy.



KNOWLEDGE, SKILLS & ABILITIES:

REQUIRED:
Bachelor's University Degree in Information Systems, Computer Science & Information Management, Business Administration.
4+ Years professional experience in ICT Operation Management
3 to 5 years’ experience working with iNGOs
Must have thorough and proven cross-cutting knowledge of ICT Management and Telecommunication’s Industry "best practice".
Must have strong negotiation, diplomatic and interpersonal skills and a proven ability to function effectively with internal and external Executive teams.
Must be a clear, conceptual thinker who can convert concepts and ideas into operational solutions.
Must possess solid understanding of cloud computing, virtualization, software as a service and web based application architectures’.
Must possess strong understanding of ICT Systems Architecture
Must have good understanding of ICT Strategy
