In the Horn of Africa, SI is currently implementing WASH and Food Security/Livelihoods programs in Kenya and Somalia.

In Somalia, SI is implementing 4 projects in three locations in the South/Central zone, namely: Adaado (Galgaduud), Afmadow (Lower Juba) and Luuq (Gedo region).

In addition to regular monitoring activities by the project teams on the field, and in order to ensure monitoring of project results, the following processes are being implemented:

Pre- KAP Surveys (Baseline)
Monthly Post-distribution monitoring surveys (Food Vouchers, water vouchers, ceramic filters)
Pre and post harvest surveys
Household dietary and diversity surveys

Position Objectives
Under the supervision of the Monitoring and Evaluation Coordinator, data entry/ monitoring assistant will support and assist the M&E coordinator in:
(i) processing the data from the surveys and questionnaires received from the field and generating relevant statistical reports to be used for the project evaluation and donor reporting;

(ii) Archiving the different sources of verification and surveys/ questionnaires for internal control and further audits;

(iii) Assist in following up on the feedback and complaints mechanism in place and the introduction of a call center for programme beneficiaries managed from Nairobi;

(iv) Assist in compiling programme documentation into SI’s internal server.

Data entry and data analysis :
Assist the M&E, WASH and Food Security Coordinators on the expected deliverables for each survey/questionnaire analyzed.
Compare and define the best data entry and analysis software for use.
Check for accuracy in the data entered into suitable statistics software system against the original completed forms from the field.
Verify the quality of the data collected from the field to ensure that the forms are correctly filled before analysis and where mistakes found, follow up with the M&E coordinator to correct information.
Clean the data as required.
Carry out analysis and create tabulations for key project indicators and research questions.
Generate relevant and automatic reports from the data entry system into relevant formats (i.e. Dashboards).
Assist the M&E, WASH and Food security coordinators to revise and finalize relevant reports: KAP reports, pre/post harvest, PDMs reports etc.
Provide a codebook that helps to describe how the raw data was arranged to help give meaning to the data
Keep questionnaires, surveys and other sources of verification received from the field archived
Assist in refining the monitoring tools: KAP, PDM, questionnaires, pre and post harvest surveys templates etc.
Assist in developing a system for analyzing and managing information on beneficiary lists.
Feedback and Complaints (F&C) mechanism:
Assist the M&E coordinator in following up on the F&C mechanism in place and analyze information sent by the field teams
Assist in introducing a call center to manage feedbacks and complaints from programme beneficiaries
Answer calls, register feedbacks and complaints and liaise with field teams to follow up on received calls
Assist the M&E coordinator in maintaining the call center database and alert coordination if necessary, depending on the nature of the calls received
Select a sample of beneficiaries and do random calls to assess the level of satisfaction from the beneficiaries and collect their feedback on the assistance received – Assist the M&E coordinator, in developing template questionnaires for the selected beneficiaries
Assist in improving the feedback and complaints mechanism as well as other accountability systems in place
Information management – capitalization
Assist the coordination team in filing relevant documents from previous and ongoing projects into SI’s internal server
Qualifications and experience requested:
Education:
College Diploma/University degree, with strong background in statistics, data analysis and report generation.
IT proficiency
Experience:
At least 1.5 years Data Entry experience
Extensive experience in data entry using statistical analysis software, ideally Sphinx which is the preferred software used by SI, or other statistics packages.

Background:

The Government of the United Republic of Tanzania has launched initiative for expedited implementation of the priority sector plans and make delivery of desired results timely and in a cost-effective manner. This initiative is termed as Big Results Now (BRN) and six sectors namely Agriculture, Education, Energy, Transportation, Water and Resource Mobilization were selected. Big Results should be achieved in three years to come from 2013/14 to 2015/16.

The energy sector has to address its challenges such, as inadequate generation and transmission capacity to meet projected power demand by 2015. Thus, the Government aims at achieving the following goals:

Increase electricity power generation from the current 1,501 MW to 2,780 MW;

To extend transmission system by 3,1 00 km; and

Increase energy per capital consumption from the current 97 kWh to 236 kWh per annum.

The Ministry of Energy and Minerals has established a Ministerial Delivery Unit (MDU) to oversee the day to day implementation of prioritised projects and prepare reports on weekly basis. Therefore, applications from qualified Tanzanians are invited to fill the post of Projects Analyst in the MDU.

The Resettlement Support Center (RSC) Africa operates a US refugee resettlement program in sub-Saharan Africa through a Cooperative Agreement with the Department of State/Bureau of Population, Refugees and Migration. RSC Africa is responsible for the preparation of refugee case files for adjudication by US Citizenship and Immigration Services (USCIS) officers, as well as the out-processing and cultural orientation of all approved cases. Primary Purpose

This position is responsible for the overall management of pre-screening activities and the supervision of the Pre-Screening Supervisors and staff, ensuring that processing completed by staff in the field or in the office is done in an efficient and effective manner while adhering to current RSC Africa standard operating procedures, PRM and USCIS guidelines.

Supervision

This position directly supervises the Regional Field Team Supervisors and indirectly supervises Team Leaders, Caseworkers, Casework Assistants.

This position reports to the Field Team Coordinator.

Essential Duties

Maintain a thorough knowledge of case processing guidelines, the US Refugee Admissions Program and country conditions throughout the Sub-Saharan African region and ensure adherence to established RSC Africa, CWS/IRP, PRM, USCIS and UNHCR policies and procedures regarding eligibility, processing, treatment of records and confidentiality.
Responsible for ensuring that all RSC Africa Pre-Screening activities, from planning, to scheduling, to processing, are completed in an efficient and effective manner and are in line with USRAP priorities for Sub-Saharan Africa.
Oversee development of regional circuit ride schedules and staffing in coordination with the Field Team Coordinator and Deputy Director for Operations.
Develop and maintain accurate standard operating procedures for the entire Pre-Screening unit, in cooperation with the Regional Field Team Supervisors, Adjudications Manager, Family Reunification Specialist, Field Team Coordinator and senior management.
Provide direct supervision and leadership to the Regional Field Team Supervisors, including conducting performance evaluations, participating in hiring, and coordinating leave.
Coordinate closely with other departments at RSC Africa, including Adjudications, In and Out Processing, Public Information, Data Integrity, Security and Human Resources, to ensure consistency in processing and staffing.
Develop and maintain good professional relationships with external partners including UNHCR, IOM and USCIS.
Travel to processing locations throughout the region to monitor teams and/or assess viability of new processing locations as needed.
Evaluate and assess training needs of Pre-Screening Staff and Supervisors, take the lead in organizing and providing trainings on a regular basis.
Liaise regularly with the Staff Security Coordinator to ensure security of staff in the field
Monitor staff time and attendance and performance
Other duties as assigned by RSC Africa Management

Qualifications

Education: Bachelor’s Degree in a related field of study. Master’s degree in a related field of study is preferred.

Experience: Two and a half years of related experience, including program management, is required.

Minimum of 2 years of previous supervisory experience is preferred.

Previous experience living and/or working in a developing country is preferred. Previous experience living and/or working in Africa is preferred. Previous experience with overseas processing or US refugee resettlement experience is preferred.

Knowledge/Skills: Thorough knowledge of the US Refugee Admissions Program and WRAPS database. Demonstrated computer skills, especially Microsoft Word, Excel, Outlook and Access. Excellent organizational and time management skills. Strong verbal and written English language skills.

Abilities: Ability to exercise good judgement and seek guidance as appropriate when confronted with unanticipated problems. Ability to travel extensively throughout the regions, sometimes on short notice and under difficult conditions. Ability to communicate effectively both verbally and in writing. Working Conditions

Environmental: Incumbents in this position will be exposed to excessive noise, marked changes in temperature and/or humidity, dust and infectious diseases, harsh weather climates, long work hours, bumpy roads, extended travel, excessive sun exposure, and non-ventilated spaces.

Special Requirements

A valid passport and the ability to maintain a valid passport throughout the entire appointment is required, which includes having enough passport pages for travel. The Government of the United Republic of Tanzania has launched initiative for expedited implementation of the priority sector plans and make delivery of desired results timely and in a cost-effective manner. This initiative is termed as Big Results Now (BRN) and six sectors namely Agriculture, Education, Energy, Transportation, Water and Resource Mobilization were selected. Big Results should be achieved in three years to come from 2013/14 to 2015/16.

The energy sector has to address its challenges such, as inadequate generation and transmission capacity to meet projected power demand by 2015. Thus, the Government aims at achieving the following goals:

Increase electricity power generation from the current 1,501 MW to 2,780 MW;

 To extend transmission system by 3,1 00 km; and

Increase energy per capital consumption from the current 97 kWh to 236 kWh per annum.
