Role synopsis The Strategy and Operational Excellence Strategy and Architecture (S&A) organisation is the BP centre of excellence for strategy, innovation and all aspects of IT architecture and architecture capability. The purpose is to standardise and simplify BP’s IT&S solutions, to reduce costs, deliver reliable and efficient systems and to enable BP’s business strategy.

The Senior Strategy and Standards Manager has responsibility for the following initiatives:

1. Facilitating the definition of the Group IT&S Strategy and its three year delivery roadmap, working with the IT Leadership Team and their delegates
2. Manage the Governance, quality control and ongoing evolution of the Group Standards for IT&S processes for the Group CIO.
3. Lead the ongoing management of the Bill-of-IT application strategy and roadmap for the IT function itself.
4. Conduct ad-hoc IT&S strategy work at the request of the CIO

To achieve these goals the candidate should have the following capabilities
- Operate in a highly collaborative way. All aspects of the role require working with and building relationships with senior leaders, project staff and delivery teams in BP and with vendors and suppliers
- Be influential – BP is a highly federated organisation and respect for ideas has to be earned through effective networking and consultation
- Have extensive experience in developing IT Strategies and Operating Models
Key accountabilities 1 – Facilitate Group IT&S Strategy
Assist the Head of IT Strategy and Standards to facilitate a process with key business, IT&S and vendor stakeholders which:
- Captures the essence of the Group Business Strategy and assess the demands that it places on the IT&S Function.
- Identifies market trends in IT and technology evolution, in order to identify opportunities and threats to BP’s IT function
- Undertakes Strength, Weakness, Opportunities and Threats analysis for IT&S
- Develops hypothesis, options for change and key success criteria
- Develops a Vision of the strategic end state for IT&S, with a supporting 3 year roadmap of interventions
- Establishes during the annual plan process the Enterprise Priority initiatives required to deliver the strategy.

2 – Manage the Group IT&S Process Standards
- Manage the Governance and day-to-day activity of the IT&S Standards Framework
- Define with Process Owners the forward roadmap of standards definition and the regular “standards improvement cycle” to keep them relevant
- Provide training materials so that all staff and service providers are clear about where to find the standards and how to interpret the documents
- Manage a “librarian” member of staff, who assures the quality and consistency of all new and amended standards documents.

3 – Manage the Bill-of-IT Application Strategy and Roadmap process for IT&S
- Ensure that IT&S investment plans are aligned with the Bill-of-IT for IT
- Manage the Bill-of-IT for IT Community of Practice
- Provide detailed updates to the OB&C Governance board on the Bill-of-IT for IT and support the Process Owners (CIO direct reports) as they drive process maturity up

4 – Conduct ad-hoc IT&S strategy work at the request of the CIO
- Recent examples include: Development of Software Asset Management Strategy, identification of key “hidden” risks in IT&S operational systems and infrastructure.
Essential Education Degree Qualified or equivalent experience.
Essential experience and job requirements - Must have demonstrable experience of working at CIO or leadership team level in organisations of similar scale to BP
- Must have extensive experience in developing IT Strategies or Improvement programmes at similar large companies to BP. For example, IT operating model, IT governance, IT funding, IT sourcing, IT management tools and processes
- Must have extensive experience in IT operating models and processes in large complex organisations, covering both application and infrastructure services for IT organisations with IT budgets of >$100M and headcount >1000
- Must have strong experience working in a federated organisation to achieve buy-in from all levels of the organisation and deliver against those agreements. Typical organisations will operate in many countries or have multiple lines of business. Candidate must have experience of driving through change across the enterprise.
- Must be able to produce clear communications through advanced presentations, documentation and data analysis skills

Desirable criteria & qualifications Ideally the candidate would have experience of:
- BP or working in an Oil and Gas company
- Continuous improvement methods
- MBA qualification
- Knowledge and experience of ITIL, COBIT and/or IVI
- Knowledge of, and experience with Change Management methods
