Minimum requirements To be successful in this role you will have international or regional recruitment experience and be an expert at defining and documenting demand. Your experience using recruitment systems and providing monthly progress reports together with your excellent communication skills and customer focus are also essential. Reporting to the Global Head of Resourcing, you will work closely with programme managers, country directors and partner organisations to understand the programmes’ volunteer needs and support with the development and documentation of role profiles in line with organisational competencies. Job purpose: To deliver an effective, efficient and customer focused volunteer recruitment service to Country Offices, Programmes Managers and Partner Organisations in the Region.
Responsibilities Key Performance Indicators Competencies Skills, Knowledge and Experience required
Recruitment and Selection Skills: Member of the regional management team. Responsible for the recruitment of volunteers for the regionWork closely with Regional People Managers, Programme Managers and Country Managers to drive the development of good quality programme volunteer demand. Work with programme managers/Country Managers and Partner Organisations to understand programme need and support the development of volunteer role descriptions that match those needs Work with Programme and Country Managers to ensure understanding and use of behavioral competency framework when preparing role descriptions with support of Regional People Manager and People Manager. Ensure all volunteer role description are entered into the recruitment system to trigger recruitment process.Monitor demand fluctuations and recruitment progress for region and report on a monthly basis to regional management teamReview volunteer supply pools to understand where strong supply exists and where it is in short supply, manage the expectations of the Regional People Manager Programme and Country Managers and Partner Organisations, discussing the possibility of compromise in certain situations. Provide advice on best fit and availability of volunteers.Work collaboratively as part of the virtual Global Resourcing Team to ensure most appropriate volunteers are selected and placed to suit programme, Country and Partner Organisation needs.
Labour Market AnalysisWork with Global Recruitment colleagues on volunteer labour market analysis to inform programme, country demand and forecasting. Educate and inform Programmes and Country teams on labour market strengths and forecasting trends.
New Business Development:Support funded bid development in region by reviewing and signing off the volunteering requirements to ensure that realistic expectations are set and commitments made.
Budget management:Manage a budget within agreed limits, making and implementing cost saving recommendations where appropriate. Role and placement descriptions are of quality, realistic and accurate. Behavioral competency framework is understood and used appropriately in region. Effective, efficient customer focused recruitment service in place in region. Customer satisfaction level high – Country Offices and Partners. Recruitment delivery targets for region are met and reported upon on a quarterly basis. Programme Managers, Country Managers and Partner Organisations’ expectations are managed effectively regarding volunteer and employee availability and appropriateness for placement or role – high satisfaction level customer feedback. Labour market analysis regularly undertaken, informing programme, country demand and forecasting. Regional, Country and individual recruitment performance targets met within the legal framework of the countries and within VSO policies and guidelines. Professional development plan in place, maximizing own professional development outcomes and continuous learning, with progress made each quarter. Budget monitored monthly and re-forecast each quarter ensuring managed within limits. Continuous improvement mindset, with regular improvements suggested and implemented if appropriate in a timely manner.

Essential Technical: Experience of recruitment across a region, managing and filling vacancies appropriately. Familiar with working with recruitment systems and ability to produce progress reports on a regular basis.

Experience of working with external recruitment suppliers and other people external to the organisation.Experience of cross-cultural working and an understanding of issues of diversity.
