Deputy Chief of Party
IBTCI is seeking a Deputy Chief of Party (DCoP) for a USAID-managed program which provides technical, monitoring, verification and evaluation support to a USG and UK Department for International Development (DfID) Somalia portfolio. This position will support the USG and DfID to more effectively monitor and evaluate programs and activities to better guide policy and program management decisions; and offer ongoing outcome and impact-focused technical assistance to help improve M&E practices, transparency and communication.

Position Summary:
The Deputy Chief of Party (DCoP) is a full-time, multi-year position based in Nairobi, Kenya, that will require occasional travel to Somalia. This position will report to the IBTCI Chief of Party. The DCoP's primary responsibilities will be to provide management guidance to the program staff on operations, reporting and performance information management and dissemination activities, as well as the direct supervision of all administration, security, logistics, and human resources related issues. This includes also the ability to manage the program's finances and operations in compliance with USAID regulations, including the tracking and projecting of expenses; semi-monthly analyses of cash needs; payment of expenses (including payroll); bank relations; and, overall compliance with all IBTCI and USAID requirements. The DCoP will also be in charge of ensuring the smooth deployment of field-based program activities, such as evaluations and assessments, including the oversight of all security-related issues. In close coordination with the COP, responsibilities will also include the management of an ongoing contract-based work-relationship (budget negotiations, tracking and payment of deliverables, etc.) with Third Party Monitors (organizations contracted to carry out the monitoring and verification of USAID's activities in different parts of Somalia), and oversight over the implementation of the program's MIS/GIS activities platform.

Qualifications:
Minimum of 10 years demonstrated expertise in international development programming, management and/or implementation.
Proven experience on USAID-funded programs is essential.
Proven experience with USAID implementing partner management practices, accounting procedures, and contracting and sub-contracting procedures is required.
Experience with Monitoring & Evaluation methodologies and techniques are required.
Superior communications skills and experience serving as liaison to client staff is required.
Experience with UK DfID is preferred.
Proven experience in working with or within USAID and/or DfID implementing partners is desired.
Experience in East Africa or post-conflict areas strongly preferred.
Experience in management and implementation of a project in Somalia or other security-challenged environments is preferred.
Advanced degree in relevant field is desirable; requisite professional experience may be acceptable in lieu of an advanced degree.
