PURPOSE OF POSITION:
The Director of Regional Office of Strategy & Strategic Initiatives (ROSSI) has the responsibility of providing strategic leadership in regional and national office strategy formulation, tracking strategy execution/performance, strategy learning, provision of matrix management and technical support to the Learning Centre Advisors/ Directors, and supporting establishment of other strategic initiatives including Research and Learning for Development program.
KEY RESPONSIBILITIES:
Strategic Leadership
Lead the ROSM team in determining strategic agenda and operational plans.
Support the regional leader in the development and implementation of Regional Strategy, management of Regional Working Group process and providing strategic linkages with RWG Advisors.
Facilitate and support regional strategy roll-out throughout the East Africa Region.
Participate in all key Partnership strategy network meetings organized by GOSM to ensure strategy alignment of EAR to the Partnership standards.
Liaise with the Global Office of Strategy Management (GOSM) on matters of methodology, use of tools, quality of work and integration with Partnership-wide standards.
Build staff capacity and ensure that they are abreast with partnership recommended strategy development methodologies and best practices.
With support of GOSM develop tools for monitoring strategy execution.
Monitor and report on strategy execution in National Offices and Regional Office.
Learning Centre Support & Management
Provide leadership and management support to all Learning Centres (LCs) in the region to ensure achievement of full implementation of the LC strategies.
Determine the strategic implications of the various reports on the performance of the LCs as generated by (but not limited to) regional Quality Assurance (QA) and Finance, and global technical teams.
Together with host National Directors elevate and institutionalize LCs in National Offices, and within the Partnership to achieve LC desired outcomes.
Lead EAR’s Research and Learning for Development program with universities and research institutions to apply and accelerate learning to improve child well-being outcomes.
Together with Director of P&C, provide targeted capacity building for National Office and Regional staff that aligns with EAR’s “Organization Directed Development.”
Manage Regional Working Group (RWG) Meetings
Manage and coordinate both virtual and face to face RWG meetings adhering to partnership standards as set out by Global Office of Strategy Management (GOSM)
Track implementation of all RWG recommendations with different stakeholders
Maintain a health relationship with all RWG Advisors on all matters of strategy, resource allocation and alignment.
Coordination of strategic initiatives
Provide management and technical support to Process Improvement Specialist in support of the region and national offices.
Support key regional initiatives and ensure that they are mainstreamed into the regular business process as appropriate.
KNOWLEDGE, SKILLS & ABILITIES:
REQUIRED:
Master's degree preferred, in economics, business administration, natural sciences with a strong quantitative background, international development or related field.
Broad and deep experience in several functions, especially on international development, research, and cross-functional senior management experiences within WV (e.g., National Director, Operations Director, or Head of a technical unit); 7-10 years.
Demonstrates an ability to perform strategic business planning including settling organizational objectives, overseeing competitive analysis, strategy communication and opportunity recognition.
Strong knowledge and understanding of humanitarian industry (relief, development, and advocacy), including how INGOs operate in the global, Regional and local contexts. Understanding WV current ministry and operations is critical.
Applies understanding of the broad financial basis of the organization, strategic resource allocation, and understanding funding model.
Demonstrates knowledge of biblical scripture by accurately applying biblical scripture in decisions, recommendations, and actions.
Applies a broad-based understanding of key business fundamentals with knowledge of World Vision’s organization, strategic relationships, and the business/political environment. Uses a high-level understanding of finance, operations, marketing, information systems, and human resources to manage across departmental and functional lines. Evaluates and manages risks to the organization at all levels
Demonstrates ability to design and implement performance management system, monitor leadership performance, report and document performance, and develop recommendation for strategy development and goal setting.
Expresses ideas, thoughts, and concepts clearly and effectively in writing, using correct and appropriate grammar, organization and structure.
Demonstrates effective computer skills, including use of Microsoft Office Suite, Lotus Notes, intranet and Internet, and various software applications and databases used in work efforts.
The ability to speak, understand and write fluently in English. French will be an advantage.
Able to work and travel extensively internationally to attend various senior management and project meetings in country of assignment (i.e. National Office), region and WV Partnership. Travel is an essential function of the position requiring sufficient physical fitness to undertake the rigors of working and travelling (i.e. by car, truck, air, etc.) in a developing country as well as in the international arena
