About Us
The Sexual HIV Prevention Programme (SHIPP) of South Africa is a USAID-funded flagship

PEPFAR initiative to galvanize and support impactful combination sexual prevention activities in

South Africa (SA). This initiative takes a multi-sectoral approach linking to the health, education and social development sectors targeting in and out-of-school-youth and sexually-active adults in order to help achieve the national target of 50% reduction in HIV incidence in line with the National Strategic Plan (NSP) on HIV, STIs and TB 2012 -2016.

SHIPP aims to promote an enabling environment for evidence-based policy and strategy at the national and provincial levels supporting a mix of targeted HIV prevention interventions at the locality level (district, sub-district or municipality). The SHIPP team provides short, medium, and long-term technical assistance and capacitation at national, provincial, and local levels. SHIPP provides assistance to the South Africa Government (SAG) to implement combination prevention activities to strengthen the national HIV/ AIDS response.

Position Summary

SHIPP seeks a Technical Director for Implementation and Evaluation to lead the technical strategy, input and analysis of HIV prevention related data and policymaking. The individual is expected to consult with national, provincial and district stakeholders, develop and implement strategy for SHIPP, lead the development of research, conduct site visits, liaise with the donor, and mentor and manage other staff members. The position reports into the Senior Technical Director for Programmes. Specific activities include:

Technical strategy and oversight

. Support the development combination HIV prevention strategy within national and international guidelines for departments within the South African Government.

. Liaise with the SAG about biomedical HIV prevention interventions and other new projects that interface with clinical care as appropriate.

. Provide support to other technical areas and provide consistent communication with other SHIPP team members about health implementation activities.

. Conduct site visits and review site assessments to evaluate progress on implementation plans.

. Lead meetings with internal and external HIV prevention stakeholders.

. Produce accurate and timely reports.

Capacity Building:

. Identify HIV Prevention training needs of the District Teams and DoH stakeholders.

. Develop and implement capacity building approaches for district teams and DPOH on relevant

HIV prevention topics

. Liaise with other Technical Directors and SHIPP team members about training needs and

present training interventions.

. Monitor the delivery and quality of training related to clinical prevention at the district level.

. Participate in ongoing HIV Prevention mentorship programmes

Research Development:

. Identify research questions in HIV prevention specialist areas and working together with the

SHIPP team develop an Operations Research agenda that can be shared with SHIPP

stakeholders.

. Participate in relevant organizational research to develop new research questions in

combination prevention and other cross-cutting areas.

. Implement research studies in conjunction with the other Futures Group and SHIPP teams

Stakeholder Management:

. Act as a point of contact for the relevant technical area for the DoH, partner organizations, donors and internally where appropriate.

. Communicate with all levels of SHIPP staff around inputs and outputs.

. Communicate with local, regional and international collaborators and stakeholders.

. Provide feedback to internal and external stakeholders.

Staff Management

. Attend to all staffing requirements and administration.

. Supervise and manage the duties of subordinates to ensure optimal staff utilization and

maintenance of sound labor relations; identify substandard performance by team members and

take necessary corrective action.

. Set and review work plans.

. Perform and facilitate performance development plans.

. Coach and train subordinates and team members to ensure the acquisition of knowledge and

skills required by the organisation.

. Promote harmony, teamwork and sharing of information.

Administration and general duties:

. Attend monthly staff meetings and operate in accordance with the policies and procedures of the

organisation.

. Remain up-to-date with on developments and trends in the HIV prevention environment.

. Perform other duties assigned by Chief of Party and Senior Technical Director of Programmes

Qualifications and Experience

. Masters-level or Doctoral-level degree in a health or related scientific/public health discipline from an accredited college or university with a minimum of seven (7) years of experience related to essential functions above.

. In depth experience and understanding of South Africa’s HIV and AIDS response and the workings

of agencies such as USAID, CDC and PEPFAR and non-government foundations, and private sector organizations.

. Demonstrated strength in organizational leadership including overseeing the execution of multitask projects, interacting effectively in a multidisciplinary and multi-sectoral environment, and managing competing demands.

. Extensive and demonstrated knowledge of relevant HIV prevention evaluation literature.

. Successively responsible positions in South Africa HIV prevention programs, especially in DSD, SANAC, NDOH, DBE, or other government departments

. Excellent analytical and problem-solving skills.

. Strong customer service ethos and proactive approach to service provision, as well as the ability to

organise partnerships and maintain good relations with key partners.

. Excellent interpersonal, leadership and negotiating skills.

. Ability to work under pressure, priorities, schedule and balance workloads in the face of conflicting and uneven demands.

. Ability to encourage innovation in an open, team-based environment. Creating an environment conducive to teamwork, continuous learning and innovation.

. Excellent oral and written communication skills.

. Demonstrated ability to develop new concepts, techniques, and programs

. Demonstrated experience in public speaking.

. Ability to communicate technical data to non-technical audiences

. Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities

. Willingness and ability to travel within South Africa, approximately 40%

. Fluency in English is required. Fluency in key South African languages is a plus.
