Minimum Requirements
à A university degree in the field of computer science or information technology is required.
à A minimum of four years in a technical position with LAN/WAN operations, management and utilization of computer systems is required.
à Level IV (fluent) English and Level III of Kiswahili is required.
Other Criteria
à Must have knowledge of capabilities and limitations of computer hardware and software installed.
Working knowledge of applicable networking systems, telecommunications, various operating system software, standard office application software, and troubleshooting
skills.
Job Specification
Basic Function
The incumbent, under the supervision of the senior LE Staff Systems Manager, is responsible for all aspects related to the operation of Nairobi's Dedicated Internet Network (DIN) Local Area Network (LAN) computer equipment and applications. He/she is responsible for DIN systems administration, hardware and software installation, configuration and management, security configuration and user administration. Responsibility consists of 4 servers, 25 clients, 16 printers, 4 Scanners, 6 CISCO switches and 2 Routers. He/she is also responsible for the Information Resource Center's (IRC) Patrons Network. IRC LAN consists of 1 Internet Proxy Server, 25 XP clients and 2 Network Printers. He/she serves as the Information Systems Center (ISC) point of contact for Public Affairs Section (PAS) employees in Nairobi and Washington. The incumbent provides DIN user support and training as required, planning and scheduling for hardware and software upgrade. He/she is responsible for keeping the Public Affairs Officer (PAO), Information Systems Officer (ISO) and the senior LES informed of all relevant issues as they relate to the operations of the DIN. In addition to the primary duties of the position, the incumbent is one of 7 assistants in the ISC responsible for performing the many functions related to day-to-day maintenance and support of Nairobi's Wide Area Local Area Networks.
MAJOR DUTIES AND RESPONSIBILITIES 40%
Operations - The position performs all day-to-day tasks required to keep this Mission critical area of responsibility operational. The incumbent must strictly adhere to the System Administrator checklist and SOP in the administration and management of Dedicated Internet Network (DIN) , carrying out the daily/weekly/monthly preventative maintenance schedules recommended by Information Systems Center. He/she is responsible for maintaining all DIN Local Area Network "LAN" hardware and software components making up the network, ensuring that all key components are operational, troubleshooting and repairing faults. Responsible for maintaining and updating DIN equipment inventory, hardware and software replacements plan. Microsoft Windows and Microsoft Exchange experience is essential in support of specific DIN applications such as Winnebago (library cataloging database)and Internet Proxy server. The incumbent is responsible for providing new arrivals, TDY personnel, existing users and IRC patrons access to relevant DIN and PD applications as determined by the Section Chief, including password updates and issuance as required. He/she is responsible for ensuring the internet link is up and traffic between DIN and Washington via local Internet Service Provider is flowing; ensures that DIN runs in a conducive environment and that backup media are up to date and systems documentation are carried out according to Post contingency plan.

Analysis, System Performance and Operations - The incumbent is responsible for monitoring and analyzing system performance, creating and maintaining user accounts and profiles, and providing hardware and software support analysis to determine if existing infrastructures adequately meet end-user requirements and needs. The position requires the ability to solve a variety of hardware and software related problems and identify, recommend solutions for existing and potential problem areas. While these duties and responsibilities apply primarily to DIN hardware and software, the incumbent is expected to carry out similar functions on all Embassy LAN’s when/as required. When outages/problems occur, he/she must coordinate restoration efforts with Consular Affairs, Department of State, Public Diplomacy, FAS personnel or Internet providers. This involves reporting the outage or problem to the appropriate personnel, monitoring resolution efforts and providing the relevant section(s) with a progress report on the outage/problem. Hardware and software knowledge requirements are extensive due to the host of software applications and hardware being used by PD and other agencies/sections in Nairobi. Again, while position is primarily responsible for providing systems support, user training and operations, the incumbent will often be called upon and is expected to provide user assistance for applications being used by the Financial Management, General Services, Personnel and Public Diplomacy sections. Liaises with internet service providers for the provision and maintenance of the existing internet links (PD and IRC Patron LAN) and/or new services.

Programming and Applications - Since the majority of PD applications are customizable, the incumbent is responsible for tailoring the existing applications to PD Nairobi needs. Databases and applications include but are not limited to Contacts database.. He/she will also be responsible for testing new versions of PD Washington application, performing data migration and conversion from one version/platform to another; logging and documenting discrepancies or user complaints and notify the appropriate point of contact to consider his/her findings for inclusion into future revisions of the application in question.

Systems Management - Studies and analyzes systems logs and performance and provides recommendations to Section chief, ISO and Senior LES Systems Manager based on findings. Plans for additional network cable runs as may be required and coordinate with the responsible section in the provision of the same. Keeps track of all hardware warranty and network component replacement information for all computer hardware equipment installed.

DEFINITIONS
1. Eligible Family Member (EFM): An individual related to a U.S. Government employee in one of the following ways:
Spouse or same-sex domestic partner (as defined in 3 FAM 1610);
Child, who is unmarried and under 21 years of age or, regardless of age, is incapable of self-support. The term shall include, in addition to natural offspring, stepchildren and adopted children and those under legal guardianship of the employee or the spouse when such children are expected to be under such legal guardianship until they reach 21 years of age and when dependent upon and normally residing with the guardian;
Parent (including stepparents and legally adoptive parents) of the employee or of the spouse, when such parent is at least 51 percent dependent on the employee for support;
Sister or brother (including stepsisters and stepbrothers, or adoptive sisters or brothers) of the employee, or of the spouse, when such sibling is at least 51 percent dependent on the employee for support, unmarried, and under 21 years of age, or regardless of age, incapable of self-support.
2. U.S. Citizen Eligible Family Member (USEFM): For purposes of receiving a preference in hiring for a qualified
position, an EFM who meets the following criteria:
U.S. Citizen; and,
EFM (see above) at least 18 years old; and,
Listed on the travel orders of a direct-hire Foreign, Civil, or uniformed service member assigned to or stationed abroad with a USG agency that is under COM authority, or at an office of the American Institute in Taiwan; and either:

3. Appointment Eligible Family Member (AEFM): EFM (see above) eligible for a Family Member Appointment for purposes of Mission employment:
· Is a U.S. citizen; and
· Spouse or same-sex domestic partner (as defined in 3 FAM 1610) or a child of the sponsoring employee who is
unmarried and at least 18 years old; and
· Is listed on the travel orders or approved Form OF-126, Foreign Service Residence and Dependency Report, of a
sponsoring employee, i.e., a direct-hire Foreign Service, Civil Service, or uniformed service member who is permanently
assigned to or stationed abroad at a U.S. mission, or at an office of the American Institute in Taiwan (AIT), and who is
under chief of mission authority; and
· Is residing at the sponsoring employee's post of assignment abroad or, as
appropriate, office of the American Institute in Taiwan.
· Does not receive a Foreign Service or Civil Service annuity
4. Member of Household (MOH): An individual who accompanies a direct-hire Foreign, Civil, or uniformed service member permanently assigned or stationed at a U.S. Foreign Service post or establishment abroad, or at an office of the American Institute in Taiwan. An MOH is:
Not an EFM; and,
Not on the travel orders of the sponsoring employee; and,
Has been officially declared by the sponsoring USG employee to the COM as part of his/her household.
A MOH is under COM authority and may include a parent, unmarried partner, other relative or adult child who falls outside the Department’s current legal and statutory definition of family member. A MOH does not have to be a U.S. Citizen.
5. Not Ordinarily Resident (NOR) – An individual who:
Is not a citizen of the host country; and,
Does not ordinarily reside (OR, see below) in the host country; and,
Is not subject to host country employment and tax laws; and,
Has a U.S. Social Security Number (SSN).
NOR employees are compensated under a GS or FS salary schedule, not under the LCP.
6. Ordinarily Resident (OR) – A Foreign National or U.S. citizen who:
Is locally resident; and,
Has legal, permanent resident status within the host country; and,
Is subject to host country employment and tax laws.
EFMs without U.S. Social Security Numbers are also OR. All OR employees, including U.S. citizens, are compensated in accordance with the Local Compensation Plan (LCP).
