Introduction
The U.S. Commercial Service has an opening for the position of Commercial Assistant. The position will be available immediately; but will be limited to a 90 days contract.

The closing date for this position is June 14, 2013.

Minimum Requirements

Qualifications Required:
à A Bachelor’s degree or equivalent in business management, economics, marketing, finance, international trade or similar field is required.
◊ Six months experience in marketing, management, economics research, trade promotion, or related field is required.
à Level IV (fluent) English and Level IV (fluent) Kiswahili is required.

Other Criteria
à Must have good understanding of CS programs, policies, procedures and reporting requirements as well as mission structure and a good understanding of the host country’s economy, business customs, practices, marketing channels, laws, regulations and policies.
◊ Computer skills in MS Word, MS Excel, MS PowerPoint, Client Tracking System (CTS) and electronic market research is required.

Job Specification
Basic Function
The position is a trade promotion and administrative assistant working with Commercial Service Officers and senior Locally Employed Staff in planning, organizing and implementing trade missions, individual company Gold Key visits and in completing International Company Profile (ICP), International Partner Search (IPS) and small scale market research projects. The incumbent has the primary responsibility for making business appointments for visiting trade mission participants and individual company Gold Key business schedules.

MAJOR DUTIES AND RESPONSIBILITIES
Business Matchmaking and other CS Products & Services

The incumbent participates in the planning, organizing and implementing of trade missions and individual company Gold Key visits, charged with making critical business appointments according to the marketing objectives of the trade mission or individual business traveler. Seeks out and verifies current market information from industry and trade sources that match marketing objectives of participants. Solicits interest from local firms by conducting extensive telephone campaigns and outside visits to interested parties (agents, distributors, buyers and joint venture partners) to meet with members of the visiting trade delegation and/or the individual Gold Key client. Makes individual appointments and arranges appropriate group or individual site visits. 30%

Trade Events
He/she assists at trade events (trade missions, exhibitions, seminars, videoconferences, etc) helping on organizing logistics and event/meeting schedules preparing promotional materials, market research and briefing materials, assisting contractors, staffing the business information office and collecting end of show reports. Assists with the preparation of participant information kits, assists at meetings and after-event activities, following up trade leads and export successes and entering data into post database CTS system and reporting on market intelligence. 30%

Basic Market Research

The incumbent conducts initial market research on relevant economic indicators in the sectors of interest for trade mission and Gold Key participants. Conducts background research for ICPs, IPSs and other similar partner search programs, identifying qualifying companies with initial guidance from supervisors, then confirming company information and interest, through telephone and personal meetings. Undertakes small scale in-house research projects requested by U.S. clients that entail contacting trade associations, importers, and manufacturers, undertaking basic analyses of commercial trends drafting findings in English in appropriate report format. He/she maintains contact lists and contributes to the post’s Client Tracking System (CTS) database, as well as the BuyUSA.com database of local-country buyers and the post’s TMS site (BuyUSA.gov). Maintains files for use by self and other Commercial Service staff on clients contacted. Maintains records of business inquiries (telephone, fax, letter, electronic) for statistical purposes as well as to ensure that action has been taken. 25%

Administrative Support

In support of trade activities and events being promoted assists with office tasks such as answering phone calls, copying, faxing and conducting email broadcast campaigns. Provides back-up on ordering and maintaining office supplies as well general administrative duties. 10%

DEFINITIONS
1. Eligible Family Member (EFM): An individual related to a U.S. Government employee in one of the following ways:

Spouse or same-sex domestic partner (as defined in 3 FAM 1610);
Child, who is unmarried and under 21 years of age or, regardless of age, is incapable of self-support. The term shall include, in addition to natural offspring, stepchildren and adopted children and those under legal guardianship of the employee or the spouse when such children are expected to be under such legal guardianship until they reach 21 years of age and when dependent upon and normally residing with the guardian;
Parent (including stepparents and legally adoptive parents) of the employee or of the spouse, when such parent is at least 51 percent dependent on the employee for support;
Sister or brother (including stepsisters and stepbrothers, or adoptive sisters or brothers) of the employee, or of the spouse, when such sibling is at least 51 percent dependent on the employee for support, unmarried, and under 21 years of age, or regardless of age, incapable of self-support.

2. U.S. Citizen Eligible Family Member (USEFM): For purposes of receiving a preference in hiring for a qualified position, an EFM who meets the following criteria:

U.S. Citizen; and,
EFM (see above) at least 18 years old; and,
Listed on the travel orders of a direct-hire Foreign, Civil, or uniformed service member assigned to or stationed abroad with a USG agency that is under COM authority, or at an office of the American Institute in Taiwan; and either:

Resides at the sponsoring employee's or uniformed service member's post of assignment abroad or at an office of the American Institute in Taiwan; or
Resides at an Involuntary Separate Maintenance Allowance (ISMA) location authorized under 3 FAM 3232.2.

3. Appointment Eligible Family Member (AEFM): EFM (see above) eligible for a Family Member Appointment for purposes of Mission employment:

· Is a U.S. citizen; and

· Spouse or same-sex domestic partner (as defined in 3 FAM 1610) or a child of the sponsoring employee
who is unmarried and at least 18 years old; and

· Is listed on the travel orders or approved Form OF-126, Foreign Service Residence and
Dependency Report, of a sponsoring employee, i.e., a direct-hire Foreign Service, Civil Service, or
uniformed service member who is permanently assigned to or stationed abroad at a U.S. mission, or at
an office of the American Institute in Taiwan (AIT), and who is under chief of mission authority; and

· Is residing at the sponsoring employee's post of assignment abroad or, as appropriate, office of the
American Institute in Taiwan.

· Does not receive a Foreign Service or Civil Service annuity

4. Member of Household (MOH): An individual who accompanies a direct-hire Foreign, Civil, or uniformed service member permanently assigned or stationed at a U.S. Foreign Service post or establishment abroad, or at an office of the American Institute in Taiwan. An MOH is:

Not an EFM; and,
Not on the travel orders of the sponsoring employee; and,
Has been officially declared by the sponsoring USG employee to the COM as part of his/her household.

A MOH is under COM authority and may include a parent, unmarried partner, other relative or adult child who falls outside the Department’s current legal and statutory definition of family member. A MOH does not have to be a U.S. Citizen.

5. Not Ordinarily Resident (NOR) – An individual who:

Is not a citizen of the host country; and,
Does not ordinarily reside (OR, see below) in the host country; and,
Is not subject to host country employment and tax laws; and,
Has a U.S. Social Security Number (SSN).

NOR employees are compensated under a GS or FS salary schedule, not under the LCP.

6. Ordinarily Resident (OR) – A Foreign National or U.S. citizen who:

Is locally resident; and,
Has legal, permanent resident status within the host country; and,
Is subject to host country employment and tax laws.
EFMs without U.S. Social Security Numbers are also OR. All OR employees, including U.S. citizens, are compensated in accordance with the Local Compensation Plan (LCP).
