Position Summary
The USAID-funded MEASURE Evaluation South Africa Associate Award is a 5 year, project that supports the South African Government (SAG) and PEPFAR/SA Implementing Partners (IPs) to improve strategic information (SI) for evidence-based management of HIV and related health programs. The project focus is on building sustained, measurable capacity of the SAG and IPs and the sustainable transition of skills and responsibilities to local institutions. Specifically the project supports the Health Information Management Monitoring, Evaluation and Research cluster at the national DOH to strengthen and standardize data management systems through their provincial and district structures as well as in conjunction with other SAG departments who contribute to M&E of the HIV epidemic in South Africa. The expected result will be a strengthened strategic health information system and an improved cascade of data use for decision making down to districts. The Futures Group is one of 5 partners on the project contributing to this goal. The core contribution of the Futures Group is to provide technical leadership in increasing the demand for and use of health data in program and policy improvement. The Senior Advisor will lead activities that facilitate this objective.
Data Demand and Use (DDU) duties
Implement the MEASURE Evaluation Data Demand and Use Framework including application of MEASURE Evaluation core data use tools, training materials, methods, and other data use approaches as deemed appropriate. Implement a DDU rapid assessment. Develop a 5 year DDU technical strategy, yearly work plans and budgets. Develop training curricula and implement trainings. Develop data communication products. Facilitate data review meetings and data advocacy sessions. Conduct data mining and analysis. Collaborate on Project interoperability activities to improve access to the various databases in the country. Assist with monitoring, evaluation and reporting of data demand and use activities. Prepare success stories, and progress reports as required. Participate in technical working groups and develop strategies to integrate data use approaches and tools into Project and partner activities. Assist with preparation of technical reports as requested. Assist other project partners to carry out DDIU activities as requested
The Senior DDU Advisor will work as part of a core team based in Pretoria, South Africa. The position will report to the Senior DDU Specialist based in North Carolina, USA.
Qualifications:
8+ years’ experience supporting the M&E element of South African health programs Knowledge and experience in the HIV/AIDS sector in South Africa Strong skills in research methods and statistics Knowledge of the South African MOH structure and program planning process Knowledge of in data informed program planning and advocacy MA or above in public health, biostatistics, M&E or a related field Proven experience working with the DHIS2 and/or other national, routine data bases Proven experience in quantitative and qualitative research methods Proven experience communicating technical data to non-technical audiences Experience developing data-based information products Experience training in M&E or related field Excellent writing and communication skills; Excellent inter-personal skills; Proficient in Microsoft Office Suite, statistical packages (STATA, SPAA, SAS, or equivalent).

Travel
Domestic travel is estimated at 25% of time.
