Project Description:

The Tanzania 21st Century Basic Education Program (TZ21) is a USAID-funded initiative to improve the quality of lower primary education with a particular focus on improved instruction in reading, mathematics and science for higher learning achievement. By strengthening the use of ICT in primary schools including an improved use of pedagogy by teachers, TZ21 will increase students’ reading, mathematics and science capabilities closing the digital and academic divide that young Tanzanians face in comparison to their peers worldwide.

Project Duration: 5-6 months

Position Summary:

ICT Operations Manager Consultant

Review, verify and update site survey to establish destinations for all ICT and power supplies and equipment and confirm site readiness
Make sure the vendors deliver security cages and wooden boxes for ICT equipment at all intervention sites, in accordance with ICT packages to be installed
Work with Creative and Kicheko to develop an installation work plan according to the established ICT intervention assignments and prioritization, which meets project requirements and deadlines for installation
Procure all required installation tools and supplies, including communication equipment as needed
Oversee transport and delivery of ICT and power supplies and equipment to regional warehouses and installation sites in accordance with ICT interventions to be implemented in each site
Prepare and manage logistics for installation training, including arranging for catering, transport, and accommodation requirements
Participate in installation training facilitated by Inveneo
Support installation training as needed through facilitation of training on solar power installation (or organizing qualified facilitation)
Assign trained personnel to installation sites in accordance with installation work plan
Review and update installation work plan regularly, as needed, and adjust installation team assignments and supply/equipment deliveries when required
Ensure quality of installations and adherence to installation and configuration requirements
In cases of non-adherence or technical difficulties, refer issues to Kicheko, Inveneo, or other resources to provide resolution, in accordance with established trouble-shooting and escalation procedures
Maintain management information system (MIS),
Work with Inveneo, Agile Learning, and Creative to develop acceptance criteria for the ICT intervention installations; develop and ensure signing of installation hand-off forms to acknowledge acceptance by regional, district, TRC/TC and school personnel at completion of installation
Monitor and report regularly on installation progress, including at a minimum:
List of complete inventory hardware and software installed at each school
List of equipment serial numbers at each school
List of Manufacturers Part Numbers installed at each school
Installation date
Floor Plan of network and electricity installed inside the school

Facilitate manufacturer’s warranty support for all ICT and power equipment, including on-site warranty for all major equipment such as Desktops, Laptops, Monitors, Printers, Scanners, Access Points, Routers and Switches

Reporting & Supervision: The Operations Manager will report directly to the COP and Project Director
