Gender Program Officer - Intra Health International in Dar es Salaam
Job Title: Gender Program Officer
Position Description:
Intra Health International is soliciting applications from suitable candidates to fill the position of Gender Program Officer for the Tanzania HIV Prevention Project (THPP) funded by PEP FAR/CDC. The project supports MOHSW/NACP in rolling out HIV testing and counseling services (HTC), a Gender Based Violence clinical management program, voluntary medical male circumcision VMMC) for HIV prevention and other biomedical interventions for preventing HIV/AIDS. The position will be based in Dar es Salaam, Tanzania
Primary Responsibilities
The Gender Program Officer will provide technical leadership and assistance in the planning, organizing, implementing, and monitoring and evaluating of gender integration activities for the THPP including Gender Based Violence (GBV) interventions. S/He also will consult regularly with all HTC and VMMC technical teams and will report to the Project's Technical Director. The position will be based in Dar Es Salaam.
Specific duties include:
Provide the most up-to-date technical programmatic support in gender integration strategies for HTC and VMMC, including GBV while ensuring compliance with the government, donor and project requirements and standards.
In collaboration with regional and district teams, oversee, supervise and manage performance of all sites implementing GBV and other gender integration activities for VMMC and HTC in supported regions.
Support all project gender training activities including trainings on GBV clinical management to health care workers in supported facilities.
Develop annual gender work plan and budget in consultation with other program team members, finance and M&E team, and monitor the implementation of gender strategies and work plans.
Provide technical support, mentoring and supervision to supported health facilities in the area of GBV clinical management and other gender integration activities and ensuring quality improvement and quality assurance in delivering services.
Identify and monitor gender-related project indicators to promote and document gender equity in THPP project interventions.
Conduct/support institutional gender audits and service Level gender sensitivity assessments and use data to promote gender equity and improved service quality.
Coordinate program work with other partners, e.g., PEPFAR GBV Initiative partners.
Maintain up-to-date statistics and gender program data in collaboration with the M&E department for the project's gender related performance reporting.
Contribute to the attainment of all project targets and milestones associated with the implementation of gender activities, and ensure national and PEPFAR GBV targets are met. Assist in gender assessment for the project and design of gender strategy
Assist in identifying priorities for assessment, research and evaluation related to gender in HTC, VMMC services as well as GBV.
Document best practices and lessons learned in implementing gender integration activities in the project. Write reports, success stories, technical briefs and abstracts for presentations.
Education/Experience Required
Bachelor's degree in a relevant field. Master degree in gender, health and development or Masters in public health or Social sciences will be an added advantage.
Five or more years work experience with a focus on gender equity and equality (including gender analysis, gender audit, GBV, male involvement and women's empowerment).
Field experience in health programs, including Reproductive health and/or HIV/AIDS related programs
Ability to function in a leadership capacity, independently and in team settings.
Conceptual thinker with excellent organizational skills, time management skills and attention to detail
Experience as a trainer with a strong track record of implement¬ing training strategies and programs.
Experience working with a range of local government officials and government health facilities desired.
Experience with U.s. Government-funded programs is desirable.
Strong oral and written English and Kiswahili communication skills and fluency in both languages.
Conversant with national GBV health sector response policies and guidelines, human rights, ethics, and forensics.
Computer literacy with standard business software (including Word, Excel and Power Point).
Must be capable of working independently to implement the duties described above.
Willingness to travel within the country 50% of his/her work time.
