Job Summary:
The HSE Practitioner will assist the Construction Manager in ensuring compliance with statutory requirements with reference to the occupational health, safety and environmental legislation, client requirements and company HSE standards and procedures. This includes minimizing any risk to the company and the coordination of Junior HSE Practitioners and other HSE Practitioners on site in order to achieve deliverable results.
The successful incumbent will be measured on the KPI's below;
•Manage and supervise a on a daily basis.
•Develop plans and methodologies for the tasks.
•Ensure that high standards of safety and quality are adhered to.
•Manage and provide reports timeously and accurately.
•Consider and enhance the image of the organization and the overall achievements of the business goals.
•Ensure that the necessary equipment and materials are available at all times and communicating any changes to all stakeholders and HSE Manager to ensure alternative planning can take place.
•Attend planning/ production meetings as required.
•Complete the tasks on time to the prescribed schedule, according to the needs of the assignment or project organisation.
•Report all deviations from the scope of work timeously in writing to the HSE Manager.
Key Responsibilities:
Ensure compliance with OHSAS 18001 system.
Promote the M& R Group and Concor Engineering Values.
Promote the life saving rules on site.
Ensure compliance of the Fatal Risk Control Protocols.
Assist with site objectives and targets and ensure compliance thereof.
Ensure compliance of the company policy.
Assist with any HSE training as deemed necessary.
Ensure LTIFR, RCR & TIFR is kept well below set target.
Manage all Health, Safety and Environmental matters on project site.
Coordinate and manage HSE practitioners and HSE representatives’ functions on site.
Monitor and/ or report on HSE matters of tasks/ areas.
Perform site inspections and keeping record of it.
Advise the HSE Manager on legal and safety rules compliance and best practices and deviations on site.
Follow up on corrective measures for implementation and effectiveness of HSE.
Participate in the preparation of the site safety plan and ensuring that it is kept up to date and reflects all site operations.
Review contractors safety programmes.
Ensure that the following surveys are conducted on site: Lighting, Ventilation, Ergonomics, Fire risk, Environmental impact study, Hygiene Facilities, (Clothing, toilets, kitchen, eating etc.)
Review contractors safety induction programmes where applicable.
Organise regular safety meetings with contractors and the client.
Ensure that all safety equipment required by law is available on site, maintained in good order, and kept in its proper place.
Ensure that contractors have appointed people in terms of the requirements of any legislation and that record of such appointments is maintained.
Ensure that all staff and facilities comply with the relevant legislation.
Immediately stopping any activity which is unsafe and report it to the responsible person or supervisor concerned, and to the Construction Manager.
Report any potentially hazardous conditions on site to the Construction manager so that appropriate corrective action can be taken.
Ensure that safety notices required by law and under statutory or site regulation are installed and displayed.
Ensuring that, in areas where there is operating machinery, work is only carried out after the necessary approvals have been obtained.
Prepare the HSE report monthly.
Ensuring compliance by contractors to the environmental policies.
Assist in obtaining from the contractors, an environmental quality plan.
Serve on safety committees as requested and determined.
Investigate all accidents as requested and obtain written reports and photographs where appropriate.
Conduct fire alarm tests.
Conduct a pollution study covering all areas and all operations.
Ensure that you receive full HSE training as part of your function.
Report any deviation to the HSE Manager on the HSE program.
Be part of the team doing weekly maintenance inspections.
Assist with the implementation and maintenance of HSE Management system on site.
Promote HSE-Awareness amongst all employees.
Assist with the Coordination of fire and emergency drills
Monitor fire fighting and emergency equipment and make recommendations to management.
Do weekly site inspection with site management.
Start to correct all defects identified during the surveys and assessments done in the first week and ensure that they are completed within thirty days.
Do HSE-Related tasks as requested by the site HSE management.
Do walkabouts on site and rectify non-conformances.
Do HSE-Practitioner weekly inspection and include site supervision with this inspection.
Do full implementation and maintenance of all (Stop, Think, Act 24/7) behavior intervention aspects within the HSE program.
Ensure Site Manager is trained in emergency coordinator tasks.
Ensure all first-aiders are trained or retrained when required.
Monitor and supervise Junior HSE Practitioners, HSE Practitioners and HSE representatives on a daily basis, including providing a mentorship platform and training interventions to them.
Ensure that risk management protocols are being followed.
Key Requirements:
Minimum 5 years experience in the Construction Industry as a Health, Safety and Environment Practitioner.
Experience in HSE Auditing.
Knowledge of Construction regulations.
Knowledge of the HSE legislation.
Good communication skills

Education:
National Diploma in Safety Management. (Advantageous)
SAMTRAC or equivalent qualification.
HIRA.
Incident Investigation.
OHSAS 18001 implementation.
ISO 14001 implementation.
